Micro Stutter Problems

I have crazy micro stutter in my game, no point in even calling it micro stutter because it is a constant stutter. I have looked all over the web for solutions and found PC's even worse than mine that are running games i play perfectly fine. Drivers are up to date. Not overheating. I upgraded to windows 10 to see if it would get rid of it but it made it only slightly less stutter. I have tried nearly every possible solution without anywhere close to success. ANY HELP IS APPRECIATED BECAUSE THIS IS MAKING ME REALLY FRUSTRATED. Funny thing is, im running team fortress 2 at the lowest settings and resolution with about 30-45 fps, cool huh? This is a brand new install of windows, clean, so no viruses, I even checked to make sure. Cant play any games without micro stutter. I have literally no clue if its my CPU, GPU, HDD, PSU or what, its getting to the point where im shit outta luck and im furious at this because ive been trying to solve it for weeks on end.
CPU: AMD FX 4350
Win 10 64bit Pro
480gb Hard Drive 7200
GPU: GTX 670 4GB (non oc)
PSU: Cooler Master 480 watt
Monitor: BenQ GL2460 24"
Ram: 8gb 1600
2 Case fans, 1 ex, 1 in
I play games like fallout 4, grand theft auto 5 (mainly), Battlefront, battlefield 4, over watch, league, diablo, team fortress 2, division etc.. I am a teenager without a job so as a foot note please try and find the most cost effective solution.

chances are its the cpu causing a bottleneck. run your games and check cpu usage. if your hitting 100% on any core then thats likely the issue.

you can mitigate this some what by overclocking or changing the affinity of the apps your using, and in some games you can change the priority they run at, going from normal to higher than normal or lower then normal.(dont go any higher or lower or your system will become unstable)

its very unlikely to be the psu thats the issue. as your build shouldn't be pulling anywhere near 400w from the wall.
but i would recommend you get a better higher power unit (550w) as it is below the recommended wattage to run that gpu.
