GTX 980 ti Limited clock Speed

Hi,
is't the GPU supposed to reach it's base clock? at rendering time or playing games?
I am using VRAY RT CUDA rendering
GTX 980ti clocks as follows
idle(before opening 3ds max): 405 and ~405 mhz for core and memory respectively
In 3d application and while gpu rendering : 595 & 3304 mhz
I see these speeds are about half the specifications of the card EVGA GTX 980 ti(06G-P4-4995)
WHat shall I do? to unleash the gpu from these limits
 
Solution
Check with something like GPU-Z, HWMonotor or MSI afterburner. They will show the current and max clocks as well as load. In game, you are supposed to see full clock speeds.
There could be few reasons. Driver, temperature, something wrong with the software that monitors and even "not full load" :)

Thank you for super fast reply
the clock speeds mentioned were obtained by MSI cpu-z
I checked the driver for updates from device manager it claims it's up to date
Temperature wise,what is the solution? I even think my temps are good,
The caseis NZXT with 4 fans not to mention the FRio extreme cpu cooler,
and the card itself is provided with two fans..the pc is clean and there is a space to breath around
Something wrong with software monitors? maybe, I'll try something other than cpu-z
Not full load..
I doubt it because VRAY RT rendering even freezes the display.. so I guess it indicates full load perhaps?

I tried GPU-z
I am reliefed the clock of gpu was 1101@rest and reached beyond 1300 at rendering
