PC only turns on for a short window of time after turning on the mains. A little help? (UPDATED)

After some lengthy diagnosis spanning several days, I've noticed my PC only turns on (GPU lights, fans spinning, motherboard splash screen on monitor and everything) ONLY if I press the power button a short moment after turning on the mains. For this to work the mains must have been in the OFF position for at least 10 minutes or more.

Where's the problem? In the PSU, or in the motherboard?

[strike]I believe I might be able to see if the PSU still works properly (and if it does, it means there's a problem with the MSI motherboard) by testing it with my old 2006 ASUS P5K SE (which was still working when I upgraded), CPU included. Could I just place that motherboard on my wooden table, or should I put it in a case first before testing? I don't believe reconnecting the monitor, peripherals, old GPU, hard disk, for the test is needed.[/strike] Or is such a test necessary at all?

PSU: Seasonic G-550 Modular, 80plus Gold (SSR-550RM Active PFC F3)
Motherboard: MSI H81M-E35
CPU: i3-4160 (3.6GHz)
GPU: MSI GeForce GTX950
RAM: Ballistix 8GB Sport DDR3-1600 (PC3-12800 CL9)

-My PC has been in use since last year's September. The case is an old one, though, reused since 2006.

-I've always left the MAINS and PSU switches in the ON position when the PC's off.

-The motherboard lacks an LED that always stays lit as long as the mains and PSU are on.

-Every time I'm to rearrange/attach/detach anything inside the PC I always make sure the mains and PSU switches are OFF, and made constant - uninterrupted as much as possible - skin contact with the case with the power cable attached.

UPDATE: Thanks for your replies. I have discovered a few more things:
-PC actually turns on only if it's cool.
-CPU Temp is 40 degrees Celsius (within first 30s), I've seen the BIOS temperature gauge reach 50 degrees Celsius before. Is 50 hotter than acceptable for an idling CPU?
-BSOD on booting WinXP installation CD (at the part when the bottom bar says 'Setup is starting Windows'). BSOD code 0x00...7B
-After said WinXP attempt, BIOS apparently got corrupted. Pics below. Should I try flashing?

Is that to say overheating from normal use (i.e. gaming) can 'poison' the motherboard/PSU enough to make it hard to boot up? Looking for the cause of the problem here...

with mains you mean the PSU on/off switch? That 10 minutes or more time i guess is the time for your system to be drained from electricity. Sounds like a motherboard problem, if it needs to be drained to work.

By mains (European term), I refer to the wall outlet. I still turn off the PSU on/off switch too, though, to be doubly sure.
"Drained from electricity"... wow, I never thought that's what might be happening to my motherboard.

when you shutdown your pc , a small amount of electricity remains, you will notice it when you shutdown pc and pull the plug or turn off PSU and you press the power button the fans will spin and lights will turn on for a brief second.

No, i meant that your pc has bad heat dissipation and as soon as you boot it, it heats up. When you turn off the system it cools down, letting you to boot again.

Or it can be a problem from psu or motherboard as you and slyverine suspects. Can you test your system with another good power supply? Borrow one from someone.

EDIT:
when you shutdown your pc , a small amount of electricity remains, you will notice it when you shutdown pc and pull the plug or turn off PSU and you press the power button the fans will spin and lights will turn on for a brief second.
The electricity (should say electric charge here) remains in the capacitors of the power supply, not in the motherboard.
