Hi,my friend have VTX hd 6750 1gb Gddr5 running at 810/1250 (standard 700/1150) and he wants to upgrade to gtx 650 ti so he asked me will his psu be strong enough for gtx 650 ti??? He have cheap 600w psu i think he paid like 25$ for it two years ago and voltages are
+3V-35A
+5V-35A
+12V 26A

Solution
A $25 dollar PSU is not a good buy. Unless it was heavily discounted (50% or more) in a store closing sale or something like that. If he does plan on OCing the 650ti then he'll need to think about getting a new power supply anyway. At stock a card will draw whatever the listed power is under load. But once you start overclocking the power can rise pretty dramatically for each additional Mhz

25W difference should not be an issue. Your friend should wait for AMD RX lineup to come out though (June 29th), RX460 is likely to be very affordable, and considerably better with even lower energy requirements. Also, they might want to consider selling the existing PSU and geting a better one
