I am planning to build a budget gaming pc with these specs:
RAM:
Corsair Vengeance 8gb DDR3 RAM

Hard Disk:
Toshiba 1 TB Desktop Internal Hard Drive (DT01ACA100) 3600

Power Supply:
Corsair VS350 450 Watt PSU 1900

Processor :
Core 2 duo E8400 3.16 GHz Processor

Graphics Card:
Gainward Nvidia Geforce Gt 610 2 Gb Ddr3 Graphics Card

Mother Board:
GIGABYTE H81M-S1 Motherboard
Can i run Hitman:Absolution,Minecraft,GTA 4 and AC:II?

If I can run other games please say what are they.

Gta 4 is unlikly as it was horrblly optimized and runs poorly even on high end systems. Ac 2, black ops 2 and blood money may run since they are older but will still require lower settings. For an entry level gamer go for atleast a pentium g3258 and a gtx 750.

The motherboard and cpu are not compatible, The H81 is socket 1150 and the core 2 duo is socket 775. The Gt 610 is not a gaming card its a cheap alternative for system without integrated gpus and it performs on par and sometimes worse that the last couple generations of igpus. Minecraft may run but Hitman, GTA and AC are unlikely to be playable.

I can tell you from experience GTA V will be like playing a slideshow. Btw those videos are easy to fake and trolls do it all the time. The core 2 duo is an old cpu and not adequate for games. Keep the socket 1150 motherboard and get a cpu compatible with it (theres a cpu compatibilty list on gigbytes support webpage for that board).
