The answer to the question is this.
If the motherboard you were running the card is new it will support UEFI enabled devices such as your R7 250 graphics card.
The old motherboard, The K9n neo v2 probably does not have a UEFI enabled bios on it, and only supports legacy devices.
If you still have the box for the video card you bought it will state if the card is UEFI.
If not, and when you connect the card to the Pci-e card slot of the K9n Neo v2 board you have and the system does not boot or post.
Then you should check that from the power supply unit that the four pin 12v connector is connected to your motherboard.
and if the card requires any sort of power also direct from the power supply of the system via the eight or six pin pci-e 12v
Connectors.
Or use molex to pci-e power adapter cables.
Either power.
Or the fact the motherboard will not support UEFI graphics cards, as the mother board does not have a UEFI bios support.
