Mu cpu usage doesnt get higher then 39%

I bought a amd fx-6300 recently but my game wont run any faster then with my old dual core cpu and my new cpu usage wont get any higher then 39%
 
Solution
Been here a million time mate.
Switch the PC off.

Take the side of the case off.
Just under the big main 24 pin power cable is a small vertical toggle switch (slow mode)
Switch it to the off position (think this is down from memory)

Reboot the PC.

Should be all good now.
Task manager utilizations can be misleading.
Many games are cpu limited and use only one or two threads.
Windows will spread out the activity of those threads over all 6 available cores.
You may think you have reserve cpu capability, but that would be true only if your game could use all 6 cores.

You can do some testing to see how sensitive your games are to core speeds and to number of cores.

Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement in core speed might do.

You should also experiment with removing one core. You can do this in the windows msconfig boot advanced options option. You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many cores.

That is because most games still prefer dual core over quad core.
On my quad core AMD laptop the CPU usage never went above 60-70% CPU usage.
That shows that most games are not really using the extra core and they mostly prefer faster single threaded performance.

I am using a msi 970 gaming mobo and a 650 watt psu
but my cpu z sais my multiplier doesnt get higher then x 7.0
