Assistance required for picking pc parts

I'm building a gaming pc for a friend, his budget is $1500aud (exluding shipping) and he can only purchase from the following stores:
Mwave
Pccasegear
MSY
He would prefer it all from MSY but including the other two is ok as well
He would prefer a silent pc with a blue colour scheme
He is not overclocking and has no interest in any sli or xfire or ssds
He is playing on 1080p
No liquid cooling
ATX size
No OS in price but idk whether he needs a monitor, a suggestion with and without a monitor would be nice
current build is:
I haven't gotten round to making a build for him myself as I am on holidays and don't always have internet let alone a pc
