Running into unexpected bottlenecks

Hello all,

I was utterly frustrated at how much my GTX 960 was bottlenecked, so In order to get better performance in games, I upgraded my aging A10-6700 CPU to an Intel 4590S. I chose the S model because the performance difference between it and the stock 4590 is negligible, and I am currently running a low wattage power supply.

Performance has increased substantially across the board, however I am still noticing FPS drops when playing Fallout 4, especially in crowded areas, Diamond City, and the surrounding city area.

I have tried the most common tweaks, such as running the game borderless, turning off God Rays, and lowering Shadow Distance, but all to no avail. Any suggestions on what's happening, and how I can fix it? I only ask because I have heard reports of much better results from people with the same or similar setups.

Solution
A fresh install might help you, however I believe the others like you call them, have similar results. You cannot have miracle with your setup.

True, I assumed that much. I just wanted to know if there was a solution staring me right in the face that I had overlooked.
