GTA V Dropping frames

Hey there, this is my first time on this website but I've been wondering why playing GTA V constantly runs around 30-40 FPS, maxed out while my rig is supposed to be able to max it out, 60 FPS no problem? (According to certain videos I've watched).

I'm gaming on a 1080p monitor. Here are my specs:
GTX 1070 8GB (Founder's Edition)
2x4 (8GB) RAM (1600MHz)
AMD FX 6350 3.9GHz 6 Core Black Edition (OC'ed to 4.2 Ghz)
1TB HDD (7200RPM)
EVGA 600W

Any ideas? Maybe my CPU is too weak? Normally the usage is around 50-60% while running GTA V. Im out of ideas here
 
your dropping framed partly due to the drivers for the 1070 but mostly because your running a low end cpu with a high end gpu.
your system will be bottlenecking and bottlenecking badly.
check your cpu usage and you will find your probably hitting 100%. if so then thats the problem.
try enabling drs and use x2 or x4 scaling with 50% softening. turn on motion blur and txaa x2. this should be enough to stress the gpu enough that it doesnt try to throw 100+fps at the cpu and cause it to choke.

you can also change the games affinity and run priority.
set the game to run on any core other than core 0/1 and either increase or lower the games running priority to either above normal or below normal... (dont go any higher on this as it will create an unstable system)

My CPU hits around 50% use while playing GTA V so it's not bottlenecking at all really. Im assuming its the RAM? The reccomended RAM for the 1070 was apparently 16GB while I only have 8GB
 
lol im surprised its not bottlenecking coz im seeing guys with much better cpu's than yours that are having 100% cpu usage issues.
16 gig will likely not help, if windows is running short on ram it will tell you that it is.
the program thats causing a ram issue will tab out and a box will appear saying, windows is running low on ram.

Same actually, it's very odd...Earlier this week, it was lagging because of Low RAM. apparently WIndows had only detected one stick of RAM so it was using the whole 4 gigs when running GTA V. I made sure it got both again and the performance boosted big time. I really dont know what the problem here is though since a lot of other people are getting wayy better benchmarks
