I was going to make my first PC build but I'm on a tight budget and I dont know a whole load about computers since I'm not experienced

CPU: i5 6400
GPU: RX480 (gtx 970/r9 390x performance)
Motherboard: ASUS H110m-a
RAM: 8gb of whatever fits the motherboard

Would that suffice for 1080p 60fps gaming on ultra settings (possibly 4k)?
What other components could I use that dont deviate too much from the prices of those that may perform better?
What about used cpus (or gpus)?
Also I was thinking about a CiT or thermaltake PC case, are they any good? (Will I have to swap fans?)

I'm so sorry for asking so many questions, THERES JUST SO MUCH TO LEARN.

Solution
For start, its a good build.

About your questions, respectly answers:

1) 1080p 60fps, beat its a yes. the RX 480 isn't release yet and no benchmarks are done at today. But we think it will be better than current GTX 970/R9 390 generation. 4K is another world, and for that, you will require a better card, such a GTX 1080.
2) SSD. I plenty recommend it, at least 128gb of SSD (for the SO) and 1TB for games/data.
3) Its your choice and risk.
4) Cases: again, its your choice, exists a lot of models, pick one which one you feel confortable. Just be sure your motherboard (mATX) fits on your future case.

Damn I meant 1440p not 4k :/
Also what does SO mean (I'm a noob) and what difference does the SSD have? (If it's just boot time by a few seconds it doesn't really matter)
Thanks bro.

SSD gives you better read and writte numbers compare to the HDD , it will give fast boot time, yes, its truth, but your windows in general, will be fast and smooth.

I think your best shot AT TODAY will be GTX 1070. It can handle the 1080p & 1440p without problem. But, again, i would wait to see what RX 480 will offer, i mean, 200u$d and good quality for 1440p? Enjoy the competence and enjoy the build!
