Windows Clients unable to get default gateway through DHCP

Hello,
I have two DHCP servers. One being the main router from my ISP and the other being my Windows 2012 R2 domain controller. None of my Windows clients can get a default gateway through DHCP, so I have to manually specify it every time I connect a client to my wireless network. All clients are running Windows Vista - Windows 10. Any help would be appreciated.

I have 2 wireless networks. One of them I use for older computers that don't support WPA or WPA2. The 2nd DHCP server has exclusions for the 192.168.1.125-192.168.1.254 range since that range is assigned by DHCP server #1.

so let me make sure i understand. one of your DHCP servers (don't know which one) answers the DHCP request and provides IP address, netmask and DNS, but does not provide the default gateway?

what determines which DHCP server answers the request?

are you using wireless access points for the 2 wireless networks or wireless routers?

having two wireless access points with different security settings is not a good reason to have 2 DHCP servers.

Usually DHCP server number one answers the DHCP requests and provides a class full C IP address, subnet mask and DNS address. Depending on which range in the C class is assigned determines which DHCP server assigns the address. If DHCP server 1 responds, the client gets an IP within the 192.168.1.2-192.168.1.124 range. If DHCP server 2 responds, the client gets an IP within the 192.168.1.125-192.168.1.254 range. I am using two routers for the access points. One is a DHCP server, the other is a forwarder.
