Solution
this is too confusing.

when you are on pcpartpicker, up at the top you will see a [bb] symbol which you will need to click. that is what you need to copy paste here. try again.

Well an i7 is useless for gaming and jsut casual entertainment so just getting an i5 6500 is good enough. Then you can get a cheap h110 motherboard as you won't be overclocking. The stock cooler will do but something le a hyper 212 won't hurt. Wait for the rx 480 it's better value and much better than the r9 280 and is 199 usd. Just get a 850 evo it is cheaper and you won't notice the difference. Also just get the cheapest ddr4 you can find that is still from a decent brand because the speed really doesn't matter at all anymore. You can also just come by with the w evga powersupply.

Why is an i7 useless over an i5?
Are you referring to using a stock cooler with the i5 you recommended or the i7 he picked?
Why is the RX480 better and how long should he expect to wait?
What is the difference between a H110 and another board?
Why won't he notice a difference between the EVO and the PRO?

Just an example of why you should be a little more specific and well organized in your recommendations jaslion. I don't disagree with what you typed for the most part, other than the useless i7 comment.

1) and I7 has 4cores/8threads most modern games only use 4 threads at max thus this will render a i7 useless compared to an i5 in games. No reason paying more for having the same experience.
2) And i5 6500 with a stock cooler will be fine. The hyper 212 will just make it run cooler (handy if in a hot room).
3) Rx 480 is pretty much a gtx 970 whilst a r9 280 can't even come close to a gtx 960. It will launch in about 2 weeks I think
4) An h110 board has less features and does not support overclocking. As the i5 6500 is non overclockable a h110 board is a good option but if this lacks features you want you can get a bit higher end board with the features you like
5)The evo and pro have about a 1 degree celcius difference and it just doesn't matter. Get whichever one is cheaper.

The useless i7 comment is just gaming focussed if you are doing video editing, rendering of anyway shape or form that cannot be done realtime or other situations the i7 is a nice addition.
