Is 550w usage pushing too close to my limit of 600?

I have this build, which uses 549w, according to pcpartpicker.com. I puchased this system years ago and was making a few upgrades now. My PSU is a Corsair CX600M. I feel This usage is cutting a bit close to my 600w limit, considering things like CPU boost by 0.4GHz (Which the processor does by default).

Am I right in this? Should I consider upgrading? Is there any way to see exactly how much power it all uses in practice?

The CX600 is not a very reliable PSU, it is a budget PSU and not a tall suited for a $2400 higher-end system. Can it work? Yes, it's not the type of PSU that blows up. If you overload a power supply, it should shut off from overpower or overcurrent protection, but with your system it will not be loaded high enough for that to happen. Pcpartpicker likes to overexaggerate anyway. We usually recommend higher quality power supplies that hold up over time and are more reliable, and have better voltage stability and ripple suppression to keep the rest of your computer healthy.

So no, you do not need to upgrade your power supply, but it's probably nearing the end of its life anyway if it is years old.

Just put everything together and started prime95 small FFT testing. This is after around 15s. The low temps are a record for me by around 8C at 30C, idle is at ~35C, standard use maximum load puts me at 66C, and synthetic testing goes to 93C in just a few secs.

HWMonitor says it used upto 188Watts, (or am I misreading?). However, I connected only a single drive and no case fans (GPU was also idle), so it probably didn't overload. But once I set stuff up, this should pose a risk right?
