BSOD, Cannot startup

I hope this is the right place to post.

Components,

Intel Core i7-6700K 8M Skylake Quad-Core 4.0 GHz LGA 1151 91W BX80662176700K
Corsair H110i
Asus ROG Maximus VIII Hero Alpha LGA 1151
GeForce GTX 1080 Founders Editon
G.Skill Ripjaws V Series 32GB (2 x 16GB) 288-Pin DDR4 SDRAM 2400
WD Black 2TB Performance Desktop Hard Disk Drive - 7200 RPM SATA 6 Gb/s Cache
Samsung 950 Pro M.2 256GB PCI-Express 3.0 x4 Internal Solid State Drive

I had it running for a week straight, playing games on the Vive. Then while downloading Overwatch, I got a blue screen with the following error, ATTEMPTED_EXECUTE_OF_NOEXECUTE_MEMORY. Since then it hasn't been able to start without getting a blue screen. I have sometimes had other errors such as IRQL_NOT_LESS_OR_EQUAL and CRITICAL_PROCESS_DIED, but 90% of the time I get the noexcecute error. Each startup seems to crash at a different time and I can sometimes get as far as the login screen, but I never have enough time to log in.

So far I've tried the following,
Startup with only the monitor plugged in
Startup with the 2TB disconnected
Startup with the 256 SSD disconnected
Switched the memory with Corsair Vengance DDR4 2666 (2 x 16GB)
All configurations of memory with two or one 16GB stick(s)
Reinstalled the CPU
Launching windows from the USB installation stick. This will go as far as unpacking/loading the files, but will blue screen before any successful installation
Launching any possible version of windows/boot manager
Startup with a different GPU
Running the memory test available at the windows installation

At this point, it appears that something must have gone wrong with my motherboard or CPU. I am not sure what else to try. I was also wondering if there are any test I can run to determine the specific problem.

Any help is greatly appreciated.

1Incorrectly configured, old, or corrupted device drivers. (very common)
2Corruption in Windows registry from a recent software change (install or uninstall).
3Virus or malware infection that has corrupted Windows system files or Windows Operating System-related program files.
4Driver conflict after installing new hardware.
5Damaged or removed system files after you’ve installed software or drivers related to Windows Operating System.
6Error 0xFC blue screen caused by a damaged hard disk.
7ATTEMPTED_EXECUTE_OF_NOEXECUTE_MEMORY STOP error due to memory (RAM) corruption.
