No video or USB after first time into BIOS for ASUS MB with G4400

Have searched for a bit for answer to this problem on various boards so hoping I might get some other suggestions from the board.

Problem: Computer will go into BIOS screen and can see everything but after power down and restart no video/usb(no keyboard or mouse)

Condition exists while breadboarding with new system build:
ASUS H170M-E D3 mini-ATX
Intel G4400 LGA 1151
Kingston HyperX Fury Black 8GB (2 x 4GB) DDR3-1866 Memory
Corsair 430x

using onboard graphics, and stock cpu fan

Had tried breadboarding first, and was able to get into BIOS and check fans, memory, etc. was working without HDDs. Installed in case and then no-go, so went all the way back to breadboard with just power cables, and powerswitch from case (no LED, reset, HDD). Similar issue in this condition, until I took CPU fan off and reseated CPU. Then was able to get into BIOS again and check things (everything looked OK), and did save and exit, and then on restart did not have video or usb. Have been able to get back into bios once by reseating chip, but still can't return after exit and restart from BIOS to connect HDDs. Considering I've gotten into BIOS with no change in memory sticks don't know that memory is issue, though have gone down to one stick as part of diagnostics

This is third computer this year for me, and second with Skylake chip, though first time with ASUS MB and the G4400.

Could CPU be shifting with poor contact with Intel CPU fan, or more likely BIOS Issue

Any suggestions appreciated.

Yes - went all the way back to MB sitting on cardboard from MB box, 2 power supply cords plugged in, pwrswitch jumper from case, usb keyboard and mouse, and VGA monitor. No HDD, fans, audio, USB headers or other connected. After reseating CPU and reinstalling fan with t-paste screen came up with BIOS, showing CPU fan speed, memory stats, etc. Without changing anything in BIOS, did F10 to save/exit. Touching nothing else and then just starting again through power switch, cpu fan comes back on, but nothing to video or USB kb or mouse. On continuing various tries, MB will cycle back off after about 4-5 seconds and restart, but never gat back to BIOS screen.

Thanks - actually was able to fix this with more troubleshooting. After resetting CMOS, and a couple other items, was checking on BIOS updates on ASUS site and happened to see that G4400 chip is only verified from version 610 (second version of BIOS), which was updated to support some of the other Skylake chips. Turns out MB had initial version of BIOS (0503) from May 2015 (So looks like I had old version of MB). Once I updated BIOS worked fine.
