Solution
Wait till rx 480 is out and buy an i5-6600k if you can afford it. You will also need a psu and case. If you game a lot, buy a hdd instead of ssd, games require a lot of storage and 240gb is not much. This is what I would go with.
i5-6600k (oc to 4,5 ghz)
Hyper 212 evo
Asus z170 pro gaming (z170 chipset allows you to overclock cpu)
Nzxt s340
8 gb ddr4 ram
Rx 480 (wait till benchmarks and decide whether is a good choice or not)
500 watt psu from a good brand
1tb hdd wd blue
This probably fits within the budget. If you have more to spend, spend on a better gou then rx 480

Component selection is fine, but the GTX 960 is not a great value. It's about as fast as a Radeon 370, but priced more like a Radeon 380. As others have said, new video cards are being released very soon, and the RX480 should be in the same price range and very significantly better.
