PC won't turn on after turning off power

This PC has been working fine for the past several months. Put together by professional guy after sending it to him for repair.
I frequently turn off the main power to my PC after shutting it down to save power, but now after turning on the mains and pressing the power button on the case, the fans start turning and the case lights light up, but the screen has no video and there is a lack of a start-up beep from the system speaker. How do I solve this? Is this a PSU fault?

Hello... the first thing to do with a problem like this is to open it up... re-Check all the connections, CPU fan...etc... I found a squirrels nest one of trucks when it wouldn't start this spring... B O... there is really no push this key and it's fixed here... B /

From what I can understand (since I'm not very familiar with the terms), I have a Radeon video card installed (from 4 years ago) and my monitor is plugged into the thing. There is no video feed coming from it and I tried putting the monitor input from one DVI port to another but there's still no video.

No beeps, just running fans and lights.

So I have to remove all the components and try to reboot?
 
Hello...I need a message or Beep to help you... or your MB, Ram, CPU are not communicating B /

Let's try a proper "battery removal" AND CMOS reset Clear to the MB ...ok? B /
Take your time here and be slow and careful to your MB... look in your MB manual/Pdf for pictures and location of the pins. B )
1) un-plug PS from wall.
2) remove MB battery
3) place jumper pins/switch on MB to clear the capacitors... for ~3 mins
4) remove Jumper/switch
5) re-install battery
6) plug monitor into the MB video output OR Video card for a BOOT display
8) plug in PS to wall
9) Boot computer.

Resetting the BIOS didn't help the boot up, and it's still no signal from my computer and no beeps as well. What should I try next?

I forgot to mention that I have:-

an Asus motherboard
Quad-core i5 processor
1TB Toshiba HDD
CoolerMaster Rs-500 PSU.

The CPU is from the Xeon series but i can't provide anymore details unless I boot up the system and go under the device manager. However for the GPU I just found out its a Radeon HD6850 with 1GB GDDR5 memory.
 
Hello... I'm asking for EYE's an EARS here... B / What do the GPU and CPU fans do when you push the Power button on the case?
1)turn?
2)Jump and Stop?
3) turn fast and slow down and continue turning?
4) turn at high speed and continue turning at high speed?

The CPU fans and the case fans are spinning. The GPU fan is turning as well. While these fans are running, I feel that they are running at much lower RPMs than usual, however they start up and continue spinning at a steady rate.

Case lights along the perimeter (which have not caused problems thus far) and the power light on the front is on. No flashing or jerkiness.

HDDs can be felt and heard spinning.

Hello... that is Normal BOOT fan operation and indicate to me a Boot could have been made/completed... B /

Can you re-boot without any HD's connected to the MB for me?

Does your computer normally Beep once when you start the system?... can your MB talk with beeps if it wants to? Does it have sound capabilities... is there a Speaker hooked up? B /

I need to get some rest... get a Display/noise from the CPU/BIO's/monitor/Video you have hardware problem on MB... look there... B /

I think the fans don't speed up when I turn it on and its just a steady speed. No fast then steady but just a constant speed.

I rebooted with no HDDs connected to the PSU and mobo. Still nothing.

Yes, the system speaker beeps once when it has a normal boot operation. But since it's not booting, there is no beep. I don't know how to make the system speaker beep out any error messages. Yes, there is a system speaker hooked up to the mobo.

Again, for the third time, there is no display or any beeps whatsoever, to answer your last question.
 
Hello... the problem lies on the MB/BIO's/PS/hardware if you can not get the "beep" or display... B / CMOS is the only manual "DATA" option... the other is your power supply for a fast test... Clean reset your Ram... check CPU/Cooler FAN misalignments... And MB Re-Connections from DATA and Power... B / Did you build this computer?

No, I didn't build this computer at all. This was professionally put together and has been running for years with minimal issues. I really think that this computer won't boot up after turning on and off the mains power too many times.

The PSU was very recently replaced (by said professional) for a similar reason so I don't think the PSU is at fault. No BIOS firmware updates or anything.

I didn't open the case except to change some hard drive connections (I had proper grounding and this happened around 4 months ago) and to carry out these instructions. The computer only started failing about a month ago. Just worth mentioning.
