Battlefield 4 running really choppy and slow

Specs:

CPU- Phenom II X4 955 Black Edition 3.2GHz

Graphics Card- XFX Radeon HD 6870 1GB GDDR5 256bit

RAM- 8GB DDR3 1600MHz

PSU- Cooler Master V750

i downloaded latest drivers, i lowered the settings to the lowest possible, turned v sync on and off, lowered resolution and the game still runs awful. i checked online and my computer should be able to run this game on medium-high settings .. so what could be the issue? please help.. i dont want this to happen to another game, i dont want to waste money if its not going to run properly.
P.S im using a sanyo 720p hdtv as a monitor.. might that be a factor as well? please help guys

Running low on ideas... could run memtest86 overnight to see if anything is wrong with RAM.

Also might unplug/remove and re-seat the GPU.

Can you put the GPU in another PC to see if does the same thing there?

Last resort is formatting C: and reinstalling windows. I'd think that system should run ok at 720 but maybe its just reached end of life.

yes i recently cleaned it. CPU is about 50c on average and my GPU never higher than 70c. anything else m8 ? i appreciate the help

tried it just now and nothing, i dont get it, the frame rate is nice when im not doing anything but as soon as i move the mouse the game looks choppy/laggy
