Witcher 3, low resolution, ultra settings

Hello, everybody.
I've been looking for a GPU to play this game. My problem is that I got an Athlon x4 860k and I don't feel like getting a new motherboard and cpu right now since I just purchased everything a few months ago. Supposedly, my best choice is a GTX 960, but I still have to overclock the CPU.
I just want to know if I'll be able to play on ultra settings at low resolutions (1024x768 or 720p perhaps).
If not, instead of wasting my money, I'll wait and get a new motherboard this next year or wait for the 880k.

My computer important specs are:

Motherboard: ASUS A88XM-E
CPU: Athlon x4 860k
RAM: 2x4GB 1600MHz
PSU: 400w EVGA

Well the 860k (really any AMD CPU) will bottleneck an Rx 480 (not a GTX 960), but that doesn't mean you shouldn't get one. It'd be better to get the better card now and have it limited by the CPU until you upgrade rather than buy a worse-performing one just so it doesn't get bottlenecked.
