So every now and again, if I am playing online games on my PC my ping will suddenly jump from 50 to 200 as a result of someone streaming Netflix on the Xbox. My PC has an Ethernet cable connected into it and the Xbox is wireless connected, is there anyway of making it so when I am online gaming and they are streaming, the wireless connection could be weaker than my wired connection? (E.g giving me a steady ping but the stream lower quality/ more buffering)

Yes there is , if your router support cisco open wrt firmware you can do all these stuff at the router it self without any need to external device or your computer , so check this list and see if the router is supported :
https://wiki.openwrt.org/toh/start
if the router is supported then download the OpenWRT and then upload it as a firmware to your router , then in the wireless settings you can limit the bandwidth and traffic that goes through the wireless link , that way you can limit the bandwidth and then what's left of it would be dedicated for the systems connected by LAN.
