Possible gpu issues, please help me diagnose

Hello everyone,

I have an issue with my PC. For starters, for a couple months, my computer would randomly black screen and everything would lock up/freeze. During this, the fans would continue to run and i would have to hard reset my computer. This happens usually when I have a few tabs open, watching youtube videos and the computer has been on all day. It is tough to replicate but usually happens once every other day. It never crashes while gaming.

The next issue I started having was about a week ago. I play dota 2, I cap my fps to my refresh rate which is only 60. My system has handled dota 2 on highest settings perfectly for a year and a half at 60 fps capped. Recently, I have been getting micro stutters and fps drops of about 10. The longer I play, the more laggy it gets. I tried turning down settings but this doesn't help.

During all this, I have been monitoring my temperatures, CPU never above 50 celcius and gpu never above 60 celcius.

I ran memtest, prime95, and firemark and all have come back with no issues. My fps has 99% stability on firemark stress tests.

Today, I swapped my current r9 290 for my older radeon hd 6850. I put settings for dota2 as high as possible while maintaining consistent 60 fps. So far there have been no stutters or issues of any kind.

Here is my system:

PSU - seasonic platinum 660
Mobo - MSI G41-Z77A
CPU - I5-3570k
GPU - club 3D r9 290
SSD - samsung 820 120 gb
Ram - 2x4gb kingston hyper x fury 1833mhz (I think)
Windows 10

I know it might be simple to say, yup RMA the gpu. However, my concern is that maybe my psu is failing and is not able to consistently power the r9 290, but it is ok with the 6850. Also, maybe my motherboard isn't supplying the power properly? I am just not sure if saying it's the gpu is the definite answer, and maybe there is a better way to rule out the PSU.

In any case, I am not sure if I should go ahead to RMA the gpu, or if anyone thinks the other scenarios i listed above are also probable.

Do I need to put back the r9 290 for this? Or can i do it with my 6850?

I posted the url for the picture. I went ahead and took a picture of it with the 290 in. I didn't with the 6850, but I can tell you that when I checked it had the same message. Nothing is different in this regard between the cards.
