Power Supply Issue? Something else?

Alright, so my issues started a couple weeks ago and I've done just about everything I can to try and fix it to no avail. My PC is freezing during gaming (sometimes) and it doesn't matter what game I play. The weird thing is, when it freezes the system becomes unresponsive and I can't even do a hard reset. I HAVE to do a hard shutdown, it's the only thing that does anything. Sometimes after it freezes I can play for a while with no issues, sometimes it will continue to freeze every 5,10,15, etc. minutes. Seems to be random.

I am running a 850W Rosewill power supply that's about a year and a half old.
My first thought was heat or that I was indeed stressing the power supply too much. It's running an i5 6600k and two 390x's on a Gigabyte Z170XP-SLI. All of my temps are fine, cpu never gets above 60 degrees and the cards never go above mid to high 70's. As far as the power supply goes, the issue still occurs even when I am only running one card though. (crossfire on or off doesn't seem to have an effect)

Driver wise I am running 16.6.1 and I have tried reinstalling, using older drivers, etc. No luck. I have tried swapping my cards to rule out a graphics card issue and it still occurs on both cards.(when running one at a time) I've run Prime95 for a couple of hours and the CPU seems to be fine. I've run memtest overnight with no errors. I've gone so far as to wipe my hard drive and reinstall Windows. Still nothing. I have no errors or anything showing up in logs either.

Could it be the power supply? If it is why isn't it shutting down instead of freezing? Why is the issue still happening even with just one graphics card? Could it be something else?

I have gone down to one graphics cards and the freezing still occurs, just less frequently. For example, I make it to round 28 out of 30 in CS:GO or I can play Fallout 4 for 45 minutes to an hour. I am so lost as to what to do.

I have gone down to one graphics cards and the freezing still occurs, just less frequently. For example, I make it to round 28 out of 30 in CS:GO or I can play Fallout 4 for 45 minutes to an hour. I am so lost as to what to do.
