GPU Not Overclocking

Hello everyone, I have overclocked before and it has gone well. But now, on GPU-TWEAK II it always says that my GPU speed is 0% and my voltage is always 0. All setting are set on the lowest setting, (even lower than stock speed), and whenever I try to change it, it just goes back to the lowest level. I have an Asus GTX 970 Turbo and I have always used GPU-TWEAK II to overclock it. Thanks everyone!
 
Solution
Use MSI AB, and get the latest GPUz downloaded, and use the sensors tab to diagnose what's going on with your card. You'll want to pay particular attention to the "PerfCap Reason" line in the GPUz sensors tab.

my GPU used to go down to 324 MHz too but I found the problem.
Might be that you power option is on "BALANCED" or "POWER SAVING" which limits GPU power on PCI-e lanes
if it is , set it to " HIGH PERFORMANCE" and see if it helps...

Unfortunately my power plan was already set to high performance. Is it possible that the repeated wear-and-tear of overclocking in the past has caused it to not work? The graphics card works fine however, so it isn't completely broken, whatever the case.

well I'm no expert but...
I wouldn't give up just yet. To check your theory about the aging of the GPU, you can put your graphic card in another computer and try overclocking it. if the results are different, it shows that your GPU is fine and something is wrong with other PC parts... I know it's a drag to ask a friend or family to let you fiddle with their PC but for me the extra boost is too great to neglect. I don't know about yours but my GPU's default clocks are way too undermining.
but before that try re-installing nvidia driver and maybe use MSI AfterBurner and see if the problem persists.

Yeah, I've tried reinstalling the nVidia driver and a different OCing software and that is where something really weird happened, when I tried overclocking it made my whole screen flash bright different colours like red, green, and blue. I had to restart the computer. Also, this may be a long shot, but could I just take the GPU out and put it back in? That wouldn't mess with any of my system settings would it?

I don't think taking out and putting back in is gonna change anything. Also it might be that your PSU has gotten old. PSU's do tend to provide less power as time passes and OC'ing requires lots of it.
Really, it could be anything ... that's why I say make sure your graphic card healthy and then try finding other causes.

Thanks everyone! For whatever reason, MSI Afterburner works like a charm. So, Gpu tweak doesnt let me overclock at all, Precision-X makes my screen flash whenever I overclock at all, but Afterburner works fine. I wonder why this is?
