PC not turning on after graphics card instillation

I have a friend who just bought a gtx 960 and is now having a load of issues with his computer.

These are his specs:

i5 4460
MSI PC Mate military class 4
8 GB of ram (not sure which brand)
120GB samsung galaxy evo
1TB western digital blue
Cooler Master Haf 912
Corsair CX600m
Coolermaster 212 Evo

After installing the 960, he attempted to turn on his PC and it didnt boot, it would either not turn on at all or the case fans would light up for a split second and then it would turn off again. We suspected either a faulty PSU (since the PSU is refurbished and bronze standard) or a faulty mobo. Mind you, the PC was working perfectly before this, and even after removing the 960 the issue persisted.

I instructed him to take the motherboard out of the case and test each component one by one, and sure enough everything worked. Even being able to boot into Windows without any issue. He then installed everything back into the case, and I suspected the motherbaord standoffs to have been the issue, and they are now correctly installed, and it appears they were not the issue at all in the first place. Upon having eveythig re-installed, the PC would turn on, all fans would spin the GPU light would be on but the monitor would recieve no signal (eveything was plugged in correctly).

I instructed him to remove the CMOS battery, wait a few minutes and put it back in. However, now the HDD spins up for a second but none of the other fans do and the PC does not turn on. Im not really sure where to tell him to go from here.

Why did the PC boot when it was out of the case if the PSU was the problem? Since the PSU was conected to the motherboard. Is their another way to test the PSU?
