newly installed RAM causing boot-ish problems

I recently purchased two 4gb sticks of RAM in an attempt to double my overall total. I originally had a 4gb stick in slots 1 and 3. The new RAM was installed in slots 2 and 4.

I purchased the exact same brand, type, speed, etc as I already had installed in the build. The computer recognizes the newly installed RAM and everything seems to be working fine EXCEPT two notable issues:

1) When I shut the computer down using the start menu, the computer will not boot when I turn it on the first time following shut down. The tower powers on but the monitors do not detect a signal. Additionally, other peripherals which are attached do not recognize any signal. I must then manually turn off the tower. Upon pressing the power button a second time the computer boots into windows just fine. Every time.

2) The computer will not stay in sleep mode. It randomly wakes itself back up and goes back into sleep mode periodically, indefinitely.

These issues were not present prior to the new RAM installation. I removed the new RAM and the issues disappeared.
