I believe I have a hardware issue but I can't figure out what it is.
I bought a new 2TB HDD because our old one wasn't being read by my MOBO anymore. I tried to install our old Vista disk, but it would randomly lock up and sometimes restart itself during the "Windows is Loading Files" screen. My stock CPU fan had stopped working so I assumed my CPU temp was causing shutdowns and freezes during installation of vista. I had similar issues when loading from USB, but I replaced the optical drive just incase. I had been able to run memtest for varying lengths of time before it would freeze, sometimes giving me a few red memory errors. I got new RAM and a CPU cooler to fix temps.
So now with new RAM and cooled cpu I'm not getting any forced shutdowns, but instead the computer is just stalling out a few seconds after it starts working on anything.
Examples:
While attempting to install vista the black "Windows is Loading Files" progress bar will fill to varying levels before hanging up and going nowhere. Once it filled up all the way but then the computer restarted itself immediately.
I tried to install Ubuntu from usb and it gets to my hardware monitor screen after the MOBO splash with the additional "Linux copywright blah blah loading boot logo" and just hangs there, then sometimes I would get past that to what looked like the purple splash screen but it was blank with a picture of a keyboard and a person at the bottom.
If I enable memtest in the BIOS it will start the test and freeze either before all of the text loads on the screen, after the text loads but before the test starts, or an instant after the test begins. The cursor is still ticking like it's not frozen.

I've tried reseating most of the components and using 1 stick of RAM in different slots.
I don't believe my CPU could have been damaged but I'm not sure. It shows it's typical 2400MHz speed in memtest.
I've tried switching the SATA cables between the optical drive and the HDD incase one of them was defective, but the freezing during memtest would indicate it's not an HDD issue to my understanding.
I've also taken out the cmos battery with to avail, it has some oxidized looking color to it perhaps it is bad.

the psu is less than a year old. gpu is about 2 years old, and the RAM is brand new so I don't think any of those are an issue.
