Can't access external drive

I have a WB My Book 1tb that I was using for backup. Tried to backup Quicken and it said the drive was full. In the past I could go to manage backup and delete old files to make room.
Now the drive shows up in My Computer, but when I try to Manage space in Backup& Restore, I get an error message that states:

The backup operation could not start due to an external error.
Windows Backup is currently busy doing a backup, restore, or deletion. Please wait or close
the other window. (0x810000F7)

I don't have any other open windows. I tried stopping Windows Backup in msconfig services, but then can't access Backup & Restore. I use Norton 360 Premiere and turned off backup there.
I researched similar thread so looked in disc management. I can't figure how to post a screenshot, but it shows the drive partition as healthy and 931.51GB NTFS. I tried using the WD utilities but it doesn't see the drive (but does show a different one if I plug it in). The drive is extremely slow to access (like several minutes to load the files in My Computer). I have been using the WIN7 backup.

Any ideas?

I'd advise you to try to access your WD My Book external from another computer and see how it will behave there. I'd also strongly recommend you attempt to plug it with a different USB cable and to a different USB port on your computer. It's possible for a faulty connection to cause such performance issues. It's also advisable to run the QUICK and EXTENDED tests from WD's Data Lifeguard Diagnostics for Windows and determine the health and SMART status of the external WD drive.
You should probably try sharing the links to the screenshots in Imgur, for example, or use this tutorial.

Make sure you backup all your important data elsewhere beforehand! This is the surest way to avoid any...
