cpu stock cooler at 4300 rpm sounds crazy (in a bit of a hurry)

Just booted up my first setup for the first time and i noticed that the cpu stock cooler sounds absurd and way too much. So i went into the bios and checked the cpu cooler RPM wich is at 4350. Compared to the case fans wich run at 2200-2300. The cpu fan is allways at the same nomatter in a game or just idle. Cpu temp is at 35C in the Bios.

Something else that is very interesting is that my i7 2600 (non k) at 3.4 ghz was acsually at 3.6 - 3.7 Ghz in windows.
On another note i haven't yet reinstalled Windows yet after i switched my motherboard, GPU and PSU.

Specs:
CPU i7 2600 3.4 Ghz (reusing)
GPU Evga GTX 1070 Founder
Motherboard: ASrock h61m-dgs R 2.0
RAM: DDR3 2x4 1300Mhz
PSU XFX TS 550w BRONZE
Case: Thermaltake Vers n21

Btw, I think I remember similar thing from an old build of mine with an Intel core i7 2600K on an Asus Z68 Deluxe mobo, that the cpu-fan (Noctua NH C14) was up in the high revs, just under Bios or during booting to Windows, but as soon the system was started with all the drivers etc loaded. the cpu-fan (and chassis fans also) went down immateriality.

So perhaps after You have installed all the drivers & utility's from the DVD it could be problem solved?

Hi,

Try a reset of the Bios settings: in the bios setup menu do a "Load Bios default setting" save & exit

And after You have installed the mobos driver & utility from the DVD, there should be an Asrock utility in that so you should be able to change the CPU-cooling curve and how the fan will run - I think, otherwise in the Bios setup menu you should be able to change this as well.
