CS:GO is mostly CPU dependent. Experiment, take off vsync and find out what frame-rate you're currently getting, on each setting. To take advantage of a 144hz monitor, you need to be able to maintain 144+ fps (which you already know).
Then your 750Ti will support it, and it sounds like you have some extra headroom to upgrade the settings. Go for somewhere around medium-high and you should still be fine.
i am going to buy a 144hz monitor soon so thats why i am asking... but right now my refresh rate is 60hz... got a samsung 5ms monitor soo its not the best

because i said 1000$ is because the most of my computer needs to be upgraded but i keep my i5 4460 + 8gb ram + harddrive
(its a prebuilt pc i bought... at that time i did'nt know so much about pc's
