[Help] Does a watercooler need rest to maintain cooling ability?

I have a corsair H80i v2. I would like to know if it would need a period of rest due to an amount of time left on.

I normally run it on all day and night sometimes. Not at full load but on idle most of the time. When I first got it the temps where mid 20c to sometimes a 19c on idle with performance mode on. Now after 2 months the temps on idle is high 30c to low-mid 40c on performance mode. I normally leave my pc in sleep mode and avoid a full turn off due to memory loss from RAM and important files I have. I know that might be a problem in most ways but i'd like a bit more info to my predicament from others who might have had the same idea as I did.

Please help me out! Im totally new to this.

I have an Phanteks enthoo primo case with dust filters on all intake fans (front, side, bottom). i have two 280mmx60mm rads and one 480mmx35mm rad. i never had to clean out dust and it's super clean inside. it has been running about 10 hours a day since September.

the way to maintain a dust free case is have fan filters on all intakes and maintain POSITIVE pressure inside the case so dust doesn't come in through the rear, unfiltered vents.

Water cooling doesn't need to rest. But the radiator accumulate dust over time. Dust accumulation can really affect the cooling ability of water coolers. Try getting some compressed air and blow through the radiator the opposite way the fan blows. Should be done fairly often.

Alright so I bought some compressed air and used it. Didn't seem to do much of anything. I didn't take apart the radiator though. Btw My cpu is an amd fx 8350. Is this a common issue with amd cpus or with my H80I v2?

Im also rather confused as im looking at my chart and the picture attached is what I see https://postimg.org/image/89lbyln81/
The cpu temp fluctuates between 35~45 c and the rpm for both the pump and fan are maxed. This is all idle. I want to know if the temps seem normal? My motherboard can't get any cooler i think but there are 3 temps to it. And can my computer sustain these sort of temps for long periods of times? One last thing On load i've seen it reach temps of 70c on my gpu and 55c on cpu while on load. Could they theoretically maintain these temps for long stretches of time?
