I just added 2 new case fans to my pc. Where can I monitor them.

I know one fan is running at full speed because it sounds like a helicopter and is plugged into the psu. They are both cooler master sickleflo fans and are both 2 pin. Can i change it because I don't like that it sounds like a chopper but i can manage. I use speedfan to check temps and stuff but speed fan says "fan4" and "fan5" they both say "0rpm". Idk if fan4 and fan5 is new im not sure but Idk.

A fan that is plugged directly into the power supply can not be monitored. A 2 pin fan doesn't have a monitor capability. Those fans are intended to run at a constant 2000RPM according to the Coolermaster website -- http://www.coolermaster.com/cooling/case-fan/sickleflow-120-2000rpm-red-led/
Specs also show 19 dB-A which is pretty quiet.

Unplug one fan at a time to determine which fan is making the noise. Maybe you have a cable or something that is interfering with the blades.
