Trying to stabilize Sabertooth 990FX R2.0 with AMD AM3+ FX-9590

Need some expert guidance and assistance! Please? I know there are a lot of similar threads out there.. if you have suggestions please send them my way. I am trying to avoid big returns and headaches.. but may seem unavoidable.

System deadlocked during the first Win 10 install to begin with during the restart attempting to start up with win 10 pro for the first time, freezes during gameplay (Fallout 4) and/or large file transfers (50GB).. can't seem to figure out why and what the best alternative for setup may be.. trying to avoid hardware replacement but will take recommendations, thinking there may be a bios setting that may fix it all but it's getting to me. I haven't built a computer in a while and jumped into building a new one rather impulsively.

According to CPU-Z Core Speed ranges from 4715-5016 ghz regularly and drops to around 1404ghz every minute or so.. core voltage between 1.464-1.512 V and drops to 0.888.. multiplier goes from x23.5 and 25 to 7.0.

CPU - 107.6F / 42C
MB - 86F / 30C

Voltage:
CPU - 1.500V
5V - 5.142V
3.3V - 3.336V
12V - 12.46V

Is this an example of instability? And is this causing the freezes? Or Hardware? Any suggestion on possible part issues and replacement or bios settings that have worked previously greatly appreciated.

I have looked all over the place and can't seem to wrap my brain around it.. don't want to give up. This system should run super fast and be reliable when running anything considering its 8 core.

What to do what to do???

That processor's memory controller won't handle 4 DIMMS at 1866mhz, you should drop your memory to 1600 mhz and that should help your stability. I've seen this before on similar builds.
