EVGA GTX550ti Frequencies issue!

Hi, i hace recently installed a GTX550ti 1gb (no OC or FPB versions) on my build and i notice that the Memory clock frequency does not go above 2178mhz (this card is supposed to be running at 4000mhz)

My build:
Msi A68-HMe33
AMD A8 6600k Black edition
8gb kingston ram stick
Corsair Vx550w

I already made sure that the power settings are properly set on Performance (this is known to cause this issue too)

Maybe i messed up with the drivers installation?
Please help!

Yes this is normal. You will not see the actually effective memory clock using these programs.
Let me give you an example. My GTX 970 has 7010MHZ effective memory clock. But Afterburner (as well as many other monitoring programs) report 3506MHZ when in 3D performance mode.

That doesnt mean that it is running at half speed, the memory is in fact in full speed, max stock frequency.
These programs dont account for the quadruple data rate of the GDDR5 memory our cards use. They try to account for double data rate of GDDR3, and they do not show the base memory clock.

Your EVGA GTX 550ti is at Core Clock Speed :951MHz And Memory Clock Speed: 4356MHz.
But you see 2178MHZ. 2178 x2 =....yep 4356MHz.
All is good and well, there is nothing to...

What is the core clock when memory shows as 2178 MHZ?
Which program are you using to check these values?
Are you stressing the card when you check the frequency? Or is it idle/low load?

Lastly, which card do you have? EVGA, Asus, etc

I have also notices how some games wont start due to Mantle issues and sometimes when ingame it will stutter a little.

I am using Afterburner CPUID HWImonitor and Specci.
Card model is EVGA
I am stress testing the card by playing Assasins creed and Overwatch and the frequencies stay tha same, i is supposed to have a 4008 memory clock freq but it does not go past 2178

It explains well how to calculate the effective memory speed based on what type of memory your card has.
Some programs will display the base clocks of the graphics memory, so you will have to multiply that by x4, to get the actual effective memory clock speed.
I'm looking at GPU-Z right now, and for me it says 1752MHZ. 1752 x 4 = 7010
