GTX 670 should be slightly faster, but the 950 has lower power consumption and temps.
I dont know if you can still find the 670, so I cant tell you which one is cheaper, though. I assume you are buying used cards?

those 2 cards are roughly the same speed, but the GTX 950 will use less power.
The better move for you will be to wait a month, and buy an AMD RX480 or RX470. They will use even less power than the GTX 950, and be a lot faster than either of the two cards you asked about. And they are in the same price range.
