As title says whats the best gaming PC I can build for 500-600$?
Also consider the following:
I'm coming from an alienware x51 (would I be better upgrading a part instead of building a brand new machine?)
Reason: Games are starting to run a bit slow, low quality, and very taxing on my machine when I turn up the graphics to high or max settings, even for lower quality games such as World of Warcraft.
I'm looking to be able to play games such as GTA 5, Overwatch, DOOM, on good settings at good fps.

Solution
Honestly I think the first thing you should do is upgrade some components on this machine that will easily transfer to another build, and see how you feel about it.

Of course biggest on the list would be a new GPU and PSU. I think RAM and perhaps an SSD for a boot drive (if you don't already have one) would also be great upgrades.

Something like this:

Memory: Crucial Ballistix Sport 16GB (2 x 8GB) DDR3-1600 Memory ($54.88 @ OutletPC)
Storage: Samsung 850 EVO-Series 250GB 2.5" Solid State Drive ($89.89 @ OutletPC)
Power Supply: Antec High Current Gamer 620W 80+ Bronze Certified Semi-Modular ATX Power Supply ($49.99 @ Newegg)
Video Card: Asus RX 480 Strix OC (non-reference) - 8GB...

Total: $443.76

The Sandy Bridge i7 is still a very capable processor, and with an upgraded GPU will have no trouble at all doing what you're looking for.....including being VR-ready if that's something you may want to do someday.
