Is my GPU bottlenecking me?

Hello, I have been trying to play games like BF4 and The Forest and while i usually get 70 fps most of the time there are times where my fps spikes down to 20ish or lower which is quite bothersome.

My Computer components :
CPU: Amd FX 8350 (liquid cooled by corsair H60)
GPU: Radeon R9 270
Mobo: Asrock 970 Extreme 3
PSU : Corsair 650W or 550W not too sure at the moment :(
Memory: 8gb ram (Gskill Ripjaws 2x 4gb)
Sandisk 480GB SSD
60hz HP S2031 Monitor

Apparently with my GPU and CPU i shouldn't have any fps spikes while running these games on high settings. What I imagine is that there is a bottleneck somewhere but im not 100 percent sure

Note: whilst playing BF4 my cores fluctuate between 70-98 percent but my GPU Utilization percentage never seems to exceed 90 constantly. When the frame rate fail starts the GPU percentage drops from around 90 to 40-60.

Any advice/help would be greatly appreciated. Thank you!
Also forgive me if im missing any crucial information needed to determine the problem I will supply more if needed.

 
Solution
Honestly, your motherboard is your weakest link probably followed by your psu. Anyway, that motherboard does not handle 125w cpus very well and usually results in throttling under heavy loads.
