Computer screwed up administration tools

I'm not very good with writing intros, so I'll get to the point. I load up chrome, which takes 5 minutes and then it just refuses to load a page. So i try to open up Task Manager to see what the hell is going on. GUESS WHAT THAT DOESNT WORK EITHER. I read a bunch of forums telling to do some /sfc clean in cmd, now cmd works, the only way it doesn't is admin cmd, WHICH IS EXACTLY WHAT I NEED. I decide my computer is screwed, and decide to do a system restore. You can guess whats wrong, right? That won't open either, then i open action center and it tells me firewall is turned off. So i run a scan on Avast nothing comes up except some hard drive issues. So, i want to check event viewer to see if something is ruined, nope. I need help really badly. Here are specs btw:

CPU:AMD A8-7600
GPU: EVGA SC 950
RAM: HYPERX 8 GB DDR3 2166MHz
HDD: WD something something (its an 8 year old wd green which i think is the problem)

Aaaaand i can't create a new one. I go into pc settings,Accounts,Other accounts, Add an account and pressing the button does nothing.
