AMD vs Intel Athlon X4 860k or Intel Core 2 Quad Q8400

Solution
The only LGA775 CPU's that can come close to similar gaming performance to a Athlon II X4 860K is a Q9650, QX9775, QX9770 or QX9650 @ $55 and up and being highly outdated they are just not worth it unless you can overclock. Tom's itself recommends a 860K for budget builds over Intel Dual Cores now with games that demand more than 2 cores.

1.Staying on LGA 775 wont gain you all that much, 2.8 Dual core vs Quad 3ghz isn't a huge leap unless you can overclock. A Q9650 starts around $55 and up.

2. Moving to FM2+ is a upgrade but with 1600mhz RAM your losing about 25% performance, you will need to overclock to overcome this. Athlon X4 880K + Mainboard will run around $160.

Yeah not ram thou go 12 GB of DDR3 and I can only get a GT 730 in with my current build bc of crappy psu and low profile

3. A G4400 with a Overclockable motherboard is actually pretty good, it will have some issues with Ultra high settings and you wont be able to read Core temps but with a decent cooler you should be fine. You will also have great upgrade options. Chip + Board will run $140 or $180 to have O.C options.

4. E5-2670 "Same as I7 5960X without Overclocking" $60 will crush all of these CPU's, Motherboards are a bit pricey and upgrades are expensive. Chip + Board $180-$220

All true.
But what abaout a Xeon X5460 clocked to 4.1 GHz for less than $40 :D
I have one and it's still capable of running a lot of games.
It's a lot of work including a BIOS mod, a socket mod and getting a decent cooling solution

So unless the OP is willing to do all that work switching to a more recent platform is the best solution.
But AM3+ and FM2+ are close ot their end of life I wouldn't necessarily go for it unless they are available for cheap.

Switching to a recent Intel platform, maybe with an i3 might be a cheap solution with the abillity to upgrade to an i5 or i7 later (like when the enthusiasts sell their chip when they upgrade to a newer platform)

You right with a Board that supports a good varitey of O.C options a X5460 is decent but that is a pretty narrow amount of boards and that is to much work for most people. For a Stock OEM system I would never recommend modding to LGA771, they rarely work and you don't gain that much without Overclocking abilities. I3's start at $100 so your looking at $25+ more than any chip I recommended for that price a FX 6300 would be a better fit unless your using it as a placeholder which you can do with a G4400 as well.
