I want to get a new video card and Newegg has a deal on the Radeon R9 390 right now and my other option was a GTX 960, i am not educated enough to know which is the better buy. answer fast if you can, not sure how long the deal lasts. Thank you!

The R9 390 is significantly better, BUT within a month AMD is releasing their new Rx 480, which will be significantly cooler, it will outperform the R9 390 (possibly by a large margin), and it will cost 200$. Unless you can get the R9 390 for less than 200$ I'd advise waiting.
