Windows 7 won't recognize any usb device

It won't recognize the external keyboard, usb hdd, mouse, ps4 controller etc...
I don't know the fix but I dual-boot with Windows 10 which also has errors and I haven't booted Windows 10 in weeks until today to see if it had gotten any better but now none of them work correctly because when I went back to Windows 7 nothing whould work except the internal mouse and keyboard.
 
Solution
You likely are using a skylake motherboard.
The USB ports are different and need a driver that windows 7 does not have.
If you have internet access, download and install the appropriate motherboard and usb drivers.

If this is a new install., it is sorta catch 22.

The easy way to fix that is to attach a sata connected dvd drive to be able to read the cd that came with the motherboard.
