upgrade from R9 270x

Now with Xbox/pc sharing digital games, I'm seriously considering whether it's worth upgrading my pc, or buy the new xbox Scorpio which is supposed to be able to run 4k, whether it'll do that smoothly is another question?

I currently have:
AS Rock Z97 Pro 3 Board
R9 270x Gaming GPU
Core i5 4460 Haswell
SSD Drive for the OS
windows 10.

Can I get away with just upgrading the GPU?
this was my first PC build, so didn't really know what went together properly, Wanted to play a handful of games...which I haven't, the Xbox has been easier with the controller, and a couple of exclusives.
I currently have a small 1080 tv which is the main use for the pc, but I have a 4k tv which I would plug it into and use an xbox controller when I want to sit on the couch.

Also, when plugged into the 4k tv, is there a way of only sending 1080 or 1440 resolution, and let the tv upscale for a better FPS (looks absolutely fine with the Xbox one

I suppose £500 tops for a gpu?

And a couple of options which are cheaper that would get me by for a couple years? Then weigh up the options once I know what I'm dealing with when the console specs are released officially.

Look inside each game's gfx settings sub menu and set your desired resolution there. If they allow settings lower than your tv's native 4k setting (e.g. 1080/1440) then try that. Certainly for 1080 signals your tv should upscale ok and the game's frame rate should improve. Try it and see.
