Constant stuttering / FPS drops, not sure why

So I have an AMD-FX9590 8 core CPU and I'm using an NVIDIA GeForce GTX960 Graphics card - I have and ASRock 970 performance mobo as well.

Trying to figure out why I am getting constant fps drops in games like CSGO and Overwatch. I will start out at like 250-300fps on csgo and then dip to 50-60 constantly

anyone have any ideas?

Really hope that 9590 is under good liquid cooling. There's a lot to be said for big air coolers, but in this case, there's just way too much cpu heat dumped back into the case. Also you'll need a supplimentary fan, best aimed right at the cpu pump to take care of the voltage regulatory circuitry ,VRMS etc that surround the cpu socket. Without good airflow across this area, the high demands of a 9590 will cook that area quick, resulting in throttling or downright failure.

yeah you the max temp before throttling for the fx series is 62c i had this problem before to with my 8350 maybe there is settings in the bios that are doing this with my 8350 this happend and some power saving options in the bios were throttling my cpu

I do have the corsair H100i and 2 intake fans in the front, one off the back and then another 2 attached to the heatsink. Just trying to figure out how to get this to not throttle - maybe a better cooling system?

The h100i can handle a 9590 easily, that cooler is capable of over 300w TDP, whereas your cpu is only 220w TDP. The biggest issue with AiOs is lack of motherboard cooling. The stock air coolers and some better designed towers blow air down. The 'bleed' air flowing across those big heatsinks next to the cpu socket. Liquid coolers of any type don't do this, so supplimentary airflow is needed. Most will just zip tie a fan to the hdd cage and use 5v-7v very quiet/slow speeds. Not much airflow is needed, just enough to replace the already heated air on the voltage circuitry. Since the 9590 is already pushing over high voltages, current etc, it gets extremely temperamental when it comes to those voltages and any lack of stability. Get some airflow over the pump, see if it makes a difference.
