I am needing to upgrade because my HD7790 went out on me and plan to do the whole rig over time. My question is can I start with the GPU and go with the GTX 950 without getting slowed too much by the Phenom II X6 1055T(the 2.9ghz 6-core), or will the bottleneck be bad enough that I should do CPU first and just deal with not having a GPU for a month or so?

The Phenom II X6 1055 will not bottleneck a 950 at all, That said if you plan on upgrading I would go for more of an upgrade than a GTX 950. Thew new RX 480 will be out next week and is far faster than the GTX 950, and only $200. If you were to be building a new system, building it around that is a way better idea.

I would highly suggest that you wait a couple of weeks, and grab an AMD RX480 ($199) or RX470 ($149?) video card. They will be released on June 29th, and will provide you with far more processing power than the GTX 950 will. In fact, the RX480 benchmarks like a GTX 980 does, but where the 980 was commanding over $600 last year, the RX480 will be $199 for a 4GB card, or about $239 for an 8GB card.

Most of us have to upgrade a part or two at a time, and this is the year to upgrade video cards due to the massive increases in power while the prices have gone down. Next year should turn out to be the year to upgrade motherboards, CPU's and memory, since AMD should begin competing with Intel again with their new Zen processors.
