Would I get a lower vcore usage if I were to use a 990fx chipset

Right now I'm running a fx-8350@4.8 1.55vcore on a Asus m5a97 r2.0

vcore is the voltage of the cpu core. It basically depends on the CPU itself, not on the motherboard. So, to answer your question: No, using a different mobo with a different chipset will not affect the amount of voltage (vcore) your CPU needs to reach a certain overclock. To be completely realistic, there might be a very slight difference because of the power delivery circuit in the mobo, but it should be a very minor difference, and it could go in either direction. If you have that other board lying around, give it a try; if you would have to buy that new mobo, don't.
