As it's on preorder still (at least is here in the UK), probably not? 
There is definitely out there someone who bought it before it was sold out.
PreOrder is not released yet, BackOrder is sold out. I don't think (certainly in the UK), the Strix version has been sold at all yet.
I'm not as interested in the 1080, but I'm watching for the 1070 Strix quite closely, I'm pretty sure neither version has been released. This will be a deal with nVidia to allow them to recoup some costs by having the only cards available for the first x number of weeks from launch.
