I have a HP envy m6-1310sa. It has a quad core AMD A10 5750m APU, and it runs CSGO at 70 fps.. I have seen plenty of other, much much cheaper laptops run it at above 100.

After playing for about an hour, my fps will drop every 3 minutes down to 20 fps, stay there for 15 seconds, go back up and repeat itself over and over. This is unplayable for me.

I have tried reducing my CPU % in my power options, but the problem wasn't fixed. I opened AMD Overdrive, not to overclock but just to check if the solution would be somewhere in there and my cpu frequently goes around 10 to -10 degrees on the thermal margin (-10 being red), so i think it might be an overheating issue.

Another thing is that every time i click a button somewhere in game, my audio loops and my game freezes for about 0.5 seconds before resuming again.

Lets assume this isnt a dust accumulation problem, which I am going to look into anyway by getting the laptop cleaned out, would there be any other possible solutions to this? It happens not only on CSGO but on other games which you would not expect to overheat any laptop, like Path of Exile and Counter Strike Source!

Solution
You have overheating issues. Your CPU's heat goes too high so it underclocks itself to reduce the heat, this reduces the performance as well. Until it cools off it stays at lower clocks that's why you have lower fps. Once it's cool enough it goes back to its normal speeds and your FPS comes back, until it becomes too hot again.
