Can the CPU heatsink work with a dead CPU?

I just finished building my 1st desktop, I do not know if it is my CPU or my motherboard that's dead. My CM 212 evo does not work, also one of the channel fans on my case does not work either. However, all the other fans connected directly to the PSU works just fine, also the LED. So I was wondering if it is my CPU or my motherboard that is dead?

So, when you push the power button some fans turn on that are connected to the PSU? The only fans not working are the ones connected directly to the Motherboard?

Can you take pics of the inside of your case for us? Also, can you show a parts list?

Unfortunately, I dismantled everything. I realized that my motherboard's CPU socket's pins were actually bent, and some even broken. May this be the reason why none of the fans directly connected to the motherboard are not spinning (and also the 212 evo)? I have to buy a new motherboard, but this time I'm gonna go with MSI Z97 Gaming 5.

Yesterday, I just finished building my 1st PC. I turned my desktop on, and the fans directly connected to the power supply are working, also my GPU's fans (msi gtx 970) were spinning as well. However, when I plug the HDMI from my GPU to my monitor, there was no display. In other words, everything connected directly to the PSU was working fine, but everything else related to the CPU or my motherboard did not work. So I'm wondering if either my CPU or motherboard are dead. This morning, I realized that there were bent pins and broken ones on my motherboard's CPU socket, I think it might be the reason to it. I'm scared the bent pins on my socket had destroyed my CPU yesterday too... So either my motherboard is at fault or my CPU (or maybe both).

I've tried running a single RAM, changing RAM slots, but nothing worked. So you think it's my motherboard or CPU that there are no displays on my monitor?
