Does it? I used them both but asus strix always operate on higher temperatures. for example in dota 2, msi's temperature never exceeded 67 degrees whereas asus's max temperature was 74 degrees. same thing goes for other games too like dragon age inquisition, attila total war...
Does msi gtx 960 gaming 4g has better cooling than asus strix gtx 970?

Well the 960 runs cooler than the 970. You cant really compare the temps of a 960 to a 970. Most 970s run in the 70s under load, most 960s run in the upper 60s.
