It's really not clocked significantly higher at all. Intel i5 6400 is 3.3ghz
 


i5-6400 has base clock of 2.7GHz and a boost clock of 3.2GHz which is not guarantied for all loads and all cores.
i5-6500 has base clock of 3.2GHz and a boost clock of 3.6GHz.
so 0.5Ghz is 20% higher base clock which is significant. For apps/games that utilize 1 or 2 cores, it will be most noticeable. Also 0.4Ghz difference in turbo clock is kinda significant 12.5% difference.
